Whatever you were expecting of an operation like this, a Foreigner's suite in the middle of the Fire Sector was probably not it.
The place is simple in decor, lacking the lavish trappings so characteristic of many other Fire Sector residences. Dominating the room is a massive mahogany desk, all but vanished beneath a small mountain of papers and maps and various hand-written notes and letters. The only evidence that this is even a place fit to sleep in is a staircase suggesting more rooms upstairs, but they're certainly not open to the public.
All anyone should be concerned with is the man busy at work behind his desk, occasionally popping in and out of a conjured portal to who-knows-where to complete who-knows-what task, but never leaving for more than thirty seconds at a time. Whoever he is, he's certainly adept at juggling many responsibilities... More than that, he seems to enjoy it, looking far more avid and sprightly than anyone would expect from someone of his age. Clearly this is the sort of life he lives for. That, or he hates having one.
But eventually he takes notice of his new visitor, and when he does, there's an easy smile on his face and a warm note in his tone. A harsh taskmaster, he is evidently not.
"Come to help, I assume? Well, there's always something to be done and we're always happy to have people to do them." Waving his hand, he draws forth another portal, and steps through the other side behind his desk a few yards away before consulting a sheaf of papers. Who has time to walk ten feet, anyway?
"Yes, yes-- now, you have a choice of tasks to complete... How do these sound to you?"

And it's the dealers with whom you're going to have to start. Since there're likely to be dummy teams and we don't have enough people to hit them all, the best option is to… Ah, persuade one of them to give you the information you need. How you do so is up to you. [or in other words, he doesn't know anything about all that and don't talk to him about it.]
LOCATION Earth Sector streets.
OBJECTIVE Interrogate a Shailo drug dealer to find out how the gang's supply of Dust is going to be transported. Then, intercept the shipment. Unfortunately, the drug will turn out to only be the knockoff, and the real thing will continue to cause trouble on the streets. Still, the removal of any addictive substance from the Earth Sector will be a big help to the kedan living there.

[more like the only candidate. the thought's not lost on qilby, who looks faintly aggravated as he continues explaining why it's a good idea to team up with a crazy person.]
Over the decades, he's amassed a very significant and very loyal following; they'd be a great asset if we could get them to play nice. ["if" being the operant word.] In the past, Pa-Sek has entertained notions of peaceable relations with the kedan of the Metal Sector, and has even started to follow through on them by meeting with community representatives. But all previous deals have fallen through due to our people's inability to "entertain" him… Whatever that means.
Impress him, and he and his people in Ur will finally come over to our side. Good luck. [the sympathetic look on his face says "you'll need it."]
LOCATION Pa-Sek Ur's lavish and eccentrically-decorated penthouse in the Metal Sector.
OBJECTIVE All characters need to do to strike a deal with Pa-Sek Ur is make him laugh. Simple as that! Or it would be simple if he wasn't prone to extreme mood swings and didn't find it entertaining to dangle stupid, unfunny people outside his window. But really, he and his army of yes-men (surrounding him at all times) can be pretty nice once you get to know them.

Shut down an animal fighting ring.
oh right, he's supposed to be giving a debriefing! shaking his head abruptly, qilby continues.] Fighting rings are an integral part of the gangs' financial supply in Keeliai. Shut the rings down, and shut them down. [paper in hand, he squints down at it over the little glasses perched on the tip of his nose.] One more thing -- a farmer named Haiyun had one of her prize animals stolen three weeks ago, and we suspect it'll be found there. She's willing to pay extra for its safe return.
[a stern little look. not that you'd need any more incentive, big helpful hero that you are, eh?]
LOCATION A farming complex just outside the city walls beyond the Earth Sector.
OBJECTIVE Swizard are stubborn, web-footed packbeasts that look like a cross between a swan, a lizard, and a goat. They're also known for their vicious tempers, making them… Not the worst possible choice to use as fighting animals. Get inside the animal fighting ring and stop the ugliness -- this can be accomplished however your character wants. The majority of the kedan going there are easily-spooked local farmers and unimportant citizens, but there will be some Shailo muscle there to threaten anyone who causes outright trouble. Optional: Find Haiyun's prize swizard and lead it back safely. According to Haiyun, it is obsessed with the radish-like vegetable that the farm's known for growing.
REWARD 40 juulan. If the optional objective is completed, increase reward to 50 juulan and five sticks of Haiyun's finest swizard butter. Hooray?!

Talk to the kedan, go directly to the recruiters and deal with them-- you'll probably encounter resistance no matter what you decide, but just do whatever it takes to stop someone from making a mistake.
[a short pause, and then:] Please try and set an example for the young ones. Force may solve this problem in the short term… But they mustn't see that and get the wrong idea.
LOCATION The Metal Sector streets.
OBJECTIVE Stop the Urs from recruiting young kedan in the Metal Sector. This can be done however your character sees fit, but to consider the mission a success, your character must not use force on or in front of the recruits.
REWARD 40 juulan, and the respect of a bunch of kids. That kind of reward has no value...

Stand guard at the shop and discourage any Urs who try and take from Janae again. [ and, rolling out a map of the metal sector, he circles the shop with his finger.] Retrieve her stolen weapons if you can, but either way, let them know that they can't continue harassing innocent kedan.
LOCATION The Flame & Forge in the Metal Sector.
OBJECTIVE Stay at the shop and rebuff any gang members who come around to steal more weapons. This will likely involve combat… Combat in a weapon shop. A weapon shop full of weapons. Optional: trail the Urs back to the warehouse and take back Janae's stolen stock.
REWARD 50 juulan. If the optional objective is completed, Janae allows the character their choice of anything in her store. Her selection is limited to "traditional" weaponry (no guns), but everything is of very fine craftsmanship.

Needless to say the owner, Aiyu, isn't pleased with the arrangement. He wants them out. If bar brawls are your thing-- [as they're clearly not mine, his tone seems to say ] --then we have a solution. LOCATION Fire Sector/Earth Sector streets, Lyalia's clinic in the Earth Sector.
OBJECTIVE Pick up a backpack of supplies from the hospital in the Fire Sector, and transport them safely to the clinic in the Earth Sector. Ur gang members will try and stop your character. To get the full reward, the supplies need to make it to the clinic without being destroyed in any ensuing fight.
REWARD 60 juulan. If less than three-quarters of the supplies make it, reduce reward to 40 juulan.

Retrieve a stolen item for a merchant.
all in all it's a pretty ugly drawing of a pretty ugly statue, but hey-- supposedly it's worth something to someone? qilby drums his fingers on the table.]
The others are of fair to negligible value, but this one is irreplaceable. And so, appropriately enough, the shopkeep is paying handsomely for its return. [turning his attention to the map of the metal sector before him, he circles a building in one of the shadier parts of town.] You'll find the thieves holed up in the Ironbell Cornerclub here… No doubt drinking themselves stupid in celebration of an early retirement. That should make the statue's retrieval simple enough.

LOCATION The Ironbell Cornerclub in the Metal Sector.
OBJECTIVE Go to the Cornerclub and take back the bird statue. But as it'll turn out, the artifact has a strange little enchantment on it. Anyone who touches the thing has an uncontrollable urge to blurt out whatever's on their mind… And with a tendency to overshare. Whatever happens, at the end of the day the statue's spell will wear off, rendering it a rather dull knick-knack.
REWARD 500 juulan is what's promised. But upon finding the statue's magic has run dry, the merchant will only pay 50 juulan. That's business for you!
